Safe machine operation requires trained personnel, maintained equipment, approved procedures, and task-specific risk controls. A buyer RFQ should not attempt to replace the manufacturer’s safety system.

Buyer-controlled requirements

The buyer should define geometry, material, quantity, finish, critical characteristics, cleanliness, and required inspection evidence.

Manufacturer-controlled process safety

The manufacturer controls setup approval, guarding, workholding, cutting parameters, chip management, tool condition, and operator procedures according to its equipment and risk assessment.

Where the two meet

Features that create unusual workholding, imbalance, interrupted cuts, thin walls, or long overhangs should be discussed during manufacturability review because they affect both process planning and quote assumptions.
